Can you merge PDFs without uploading them?

Short answer: yes. The longer answer is about the difference between opening a file and sending it somewhere.

Opening is not uploading

When you pick a file in a web page, the browser hands the page access to those bytes locally. That is the same thing that happens when any program on your computer opens a document you chose. Nothing has travelled yet.

Uploading is a separate, deliberate act: the page takes those bytes and sends them in a network request. A tool that merges on a server has to do it, because the merging happens somewhere else. A tool that merges in the page does not.

Both are possible on the web, and the page looks nearly identical either way — which is exactly why it is worth knowing which one you are using.

What browser-side merging actually is

The PDF engine is compiled to WebAssembly and runs in the tab. Your documents are opened in the page’s own memory, the new document is assembled there, and the result is written out when you save it.

This became practical fairly recently. A full PDF engine in a browser tab, fast enough to copy pages from several documents without a wait, was not a realistic option a few years ago.

What “not uploaded” does and does not mean

The honest statement is narrow: in this workflow the documents are not uploaded. Loading the page downloads the application — its code, its fonts, its PDF engine — but your files go the other way, which is to say nowhere.

Here is what that does not cover, and leaving it out would be the dishonest part:

How to check for yourself

You do not have to take anyone’s word for it. Open your browser’s developer tools, switch to the Network tab, then add your PDFs and merge them. If no request carries your documents, they did not go anywhere. This works on any tool, including ones that claim otherwise.

Doing it in Merge PDF

Merge PDF works this way: the documents are opened on your device, the pages are combined there, and the new PDF is created when you save. See how merging works for what the result contains.
